Global Health Council role in new USTR/DHHS reveiw of 301?

In a somewhat surprising move, the Clinton Administration is considering
giving the US based Global Health Council an important role the new
public health reviews of 301 action.  This is surprising because (a) GHC
has no particular expertise in trade or IPR issues, (b) it has been
actively opposing the campaign for access, telling members of Congress
and the news media it won't help patients and will potentially harm the
public health, and (c) it has close ties to the big PhRMA companies.
