South Africa court ruling -- did NYT get it wrong?

I was told that today's NYT report on the SA litigation
was wrong, and that the court decision on the South 
African Medicines and Medical Devices Regulatory
Authority  (SAMMDRA) isn't the case about 15C of the SA
Medicines Act.  Does anyone have any clarification about
this?
