I was more thinking on par with booze, but that's where tobacco
should probably be, too.   Yes, it's true that many kids get access
to booze and thus could be expected to get access to other drugs --
but they get access to other drugs now, plus we are forced to fund a
huge and  hugely corrupt bureaucracy that kills people and erodes
our Constitutional rights besides!   Such a deal! :-7
