Some scoop. As I recall, it broke some three-and-a-half years ago when
the relevant clause was written into HIPAA.
Now if Clinton says DHHS *isn't* going to publish any privacy
regulations by the deadline mandated in HIPAA ... that *will* be a
scoop.
