I suggest you write the insurance commissioner of the State of Pennsylvania
who will be better able to help you.  This is their jurisdiction.  The
person in the Senator's office is a legislative correspondent whose sole
responsibility is to answer mail concerning legislative issues pertaining to
congress.  The auto insurance is a state matter.  If you want to write a
legislative individual, your state representative might be able to serve you
better
