Probably because insurance companies pay for the legislation they want, or the
legislation they want to avoid. It's called campaign coontributions, but it
should be known as legislative bribery.

I guess to find out if you have narcolepsy, epilepsy a drug or dinking problem,
etc.

That depends on your state laws.
If you don't like them - get them changed. It is a citizen's responsibility to
resolve injustice. In my view, unless we are willing to act, we don't have a
true right to complain.
