Who puts the information on Internet 2?

What is the purpose of Internet 2 and why is it assumed that companies
like the insurance industry would not gain access? What does security
mean here? Would any company working for the government be able to gain
access via their projects?  You can see from the Commerce Business Daily
that Federal funding of the private sector is a major part of the
operation of government and R&D.I work for a small company doing R&D and
we get our funding from projects that require us to have data sharing
access.  We have to sign agreements to gain authorization.
