          9ZR is the Universal Service Order Code (USOC, YOU SOCK) used by
  almost all Regional Bell Operating Companies (RBOCs) to apply the FCC charge
  for access to the interexchange network.  The value of a 9ZR change
  depending upon the Class of Service and the Type of Line.
