Correction on HR 209 comments

In a hasty and unsuccessful effort to throw together an analysis of HR
209 on very short notice before a House vote, I made errors in the
statement that I posted to this list.  We are going over the bill again,
and I'll be revising this shortly.  I regret the confusion.
