This is a very old story. The EPA was involved very early in the
efforts to sell the advantages of land disposal of sludge when the ocean
dumping laws went into effect. See http://www.cqs.com/egeneral.htm
and scroll down to Sludge and Sewage. You'll find both Abbey Rockefeller's
detailed and powerful article on the history of sludge and the excerpt from
"Toxic Sludge is Good For You" entitled "The Sludge Hits the Fan" about the
entire episode.
The debate is getting very hot right now. One member of the National
Sludge Alliance received a *death* threat from an EPA functionary involved
in the EPA's role in land application of sludge and the 503 regulations. And
the TRI data recently had all data regarding releases into POTWs *expunged*
by unknown parties on all public access points (including rtk.net). The
sludge has apparently hit the proverbial fan.
