RCRA Hazwaste dereg



Alex S. is spot on.  The HWIR revisions to what is a RCRA regulated haz
waste passing as a "govt reinvention" is cover for a MASSIVE re-write of
some of RCRA's most basic haz waste rules.  A basically small group of
enviros has been aware of this proposed rule's coming, knowing basically
what it was going to do, but toxics activists everywhere in the USA should
rail, in concert, against EPA.

Seperately and less importantly (I think), Friday's (I think) FR also had
some corrections to the finalized haz waste combustor NES-HAP rule (Ntl
Emissions Standards for Haz Air Pollutant)--I couldn't tell if they were
signinficant or not  SOmetimes EPA uses "technical corrections" to sneak in
really massive--or at least significant changes (as they did with the rule
allowing industrial boilers to burn haz waste without even the same level
of control as waste incinerators, some 10 years ago).
