Normally it is the combustion air coming from outside.  There could be some recirculation in the design.  Gas would typically be introduced to heat up the system before waste is introduced, and could be used constantly if burning waste with a low heating value such that auxiliary fuel was needed.  My impression is these systems can be tricky to design and operate.  There could be an imbalance between the amount of gas/air needed to fluidize the bed properly, and the amount needed for proper combustion.....
