and, again, no matter what the destruction efficency, a significant
fraction of dioxin and other toxic, persistent O-Cl emissions from any
burner are formed 'de-novo' from chloride (Cl-), usually found as HCl in
incinerators) in the cooler exhaust gas sections.  Nothing short of a
nuclear reaction can destroy (transmute) chlorine atoms.
