Mercury injection properly done can abate air emissions of mercury to some
degree.  I don't think this would necessarily increase dioxin emissions if done
correctly, but I'm really no expert on the details.  If you could post more
technical details of just what is planned (ask for the "process flow diagrams"
and associated text) you might get some more help from this list.
