INEEL burns

I see those morons @ DoE's ID Ntl Eng & Env Lab not only think they can
burn rad waste & PCBs in a new WY incinerator, but already process their
on-site solid  (supposedly only) waste into fuel pellets, so this of course
includes a fair amnount of chlorine from PVC plastic.
