Subject: [Traffic] Lithuanain NGO searching for the information about
burning of old tyres
Dear colleagues,
Our organization is looking for the information about environmental
impacts from burning of used tyres in cement kiln.
We are starting campaign against burning of used tyres in cement kiln
in Naujoji Akmene, Lithuania. Local people asked us for public
advocacy against this project.
Once we successfully campaigned against of burning of old useless
pesticides in this cement company in 1995-96.
1. Brief background:
Cement company AB "Akmenes cementas" owned jointly by few
Lithuanian shareholders and Norwegian company "Selvaag Gruppen"
is planing to replace some amount of heavy oil fuel by used tyres,
mostly for economic reasons. They are seeking for the compensation
>from the government for the "utilization" of old tyres.
In long term they are seeking to turn this cement kiln into waste
incinerator.
Cement company already imported 50 tones of shredded tyres from
Finland for the experimental burning. But technology of shredding and
incineration still not installed. Mass burning still didn't started.
Lithuanian Ministry of Environment preliminary agreed with this plan.
So far, only local people are protesting. According EIA Law,
company need to get their agreement. Administration of the company
recently started public relation campaign to change opinion of local
municipality and people. Two parties in municipality and group of
local activists from Lithuanian Green Movement and other NGO's are
opposing this plan.
2. Our needs:
Lithuanian Green Movement have position against waste incineration
in principal as method of waste utilization.
But we have very limited information so far about environmental
effects of incineration of used tyres.
We have searched Internet and there is lots of information about
recycling of used tyres. But most of it is just commercial information.
Environmental date is missing.
We are planing to prepare in 10-12 days booklet and leaflet with brief
info about negative environmental impacts from burning of old tyres,
about other methods of tyre utilization with some examples from other
countries.
Also we need more information and arguments for self-confidence in
debates with official environmental authorities and administration of
the company.
We would be very thankful for any information, tips, publications,
addresses related to the incineration/ green recycling alternatives of
used old tyres.
Especially we are interested in environmental impacts from
incineration of tyres in cement kilns. It's quite spread technology both
in Europe and in North America. Probably there are research and
date about environmental aspects of it. But I didn't found it on Internet
so far.
What are better technologies then burning, what are environmental
NGO's voting for ?
Do you know or are involved into similar campaign against
incineration of old tyres in your country ?
Or probably it's good technology and we are wrong with our
campaign and misleading local people ?
Our NGO and local people would be more than thankful for any
useful information and your comments.
