Tony, you only see the up side. There is a down side. The price you will
pay for your "little" law is to give the President more power to squeeze
money and support from corporations and further entrench incumbents. 
Better nothing.  As for the state of environmental law, I'm sure the
pendulum will swing back as it always has before.  Passing bad laws
which give more power to incumbents will only delay the swing back.
