Thanks for the electrostatic precipator insights. 
I can see that surface catalysis could be enhanced there.

As for a cyclone, you wrote:

What occurs to me is that the reactions to form dioxins and furans, etc. in

incinerator effluents are measured in tiny fractions of seconds, and any
mechanical 
exhaust system could not be fast enough to have much effect.
