Here is the URL for the National Research Council report
on alternate chemical weapons disposal technologies.

The alternate systems aren't a bed of roses....
...significant, yet to be resolved demonstration problems still remain.

i.e. serious accelerated corrosion and salt deposition in supercritical water
oxidation systems, difficulty in destruction of chemical 
energetic propellants and others.
