As you know, I categorically disagree with burning 
any waste whatsoever.  There are myriads of chemical 
methods to render liquids innocuous.  It is a matter of 
requiring those who produce them to reduce them, 
reuse them, treat them, or simply not create them.
To allow these producers to get off the hook without 
being responsible is not the way to go.  Reducing 
toxicities is doable without burning them.  The cost 
of reduction of toxicities to acceptable levels without 
burning them or harming the public must be factored 
into the cost of production.  If one has to retain them 
for a while in their production yard, it must be done
safely.  Spreading it outside is not acceptable.  The 
true and full cost of producing such compounds 
must be a part of the cost estimate to begin with,
whatever it is.
