Microsoft is reorganizing itself in order to inhibit the government from doing
so. As my brother said of GM's "reorganization" efforts in the 60's, they were
petrified of the thought of a breakup and reorganized in order to "preempt" a
breakup. Of course, the end result of reorganizing in this manner was to
actually mess up the company internally even more than it was already messed up
