Native vs. Shoehorned

Does either method make it easy for the developer to let the user
navigate in menus, dialog boxes and such using non-printing keystrokes
other than those ordained by His Imperial Highness? (For example, Ctrl-I
instead of Tab; Ctrl-M instead of Return/Enter; and other pure-ASCII
commands instead of arrow and paging keys. Every programmer knows what
I'm getting at.)
