Re: EPA to require incineration of VC/EDC wastes



In the book Dying From Dioxin by Lois Gibbs is great a capsule history of
the residents of New Bedford and their opposition to the incineration of a
massive PCB waste site (Sprague, I believe). Hands Across the River
Coalition had hundreds of active members and a regular radio program on
local cable. When the EPA attempted to bring in a "portable" (what a joke)
hazwaste incinerator, the City of New Bedford passed a vehicle weight
ordinance  that prevented the EPA from transporting it into the city. EPA
threatened fines (25K per day) and threatened to bring it in by HELICOPTER,
but finally backed down. When I spoke to Jim Simmons, leader of HARC, he
said "they work for US, they are public servants" and said never to accept a
Record of Decision as a done deal. (RODs are usually planned in fast-paced
backroom deals without public input).
