Hg-WG: USA chlor-alkali plants

There's been some confusion on the number of chlor-alkali plants currently
operating in the U.S.  A draft FR notice notes that there are 24 plants affected
by the old NESHAP.  In fact, there are now ony 12 chlor alkali plants (in the
Mercury Report to Congress, EPA listed 14 plants; Holtrachem in NC switched to a
mercury-free membrane technology and GP in Washington shut down).  The remaining
plants are:

ASHTA Chemicals, Ashtabula, OH
HoltraChem, Orrington, ME
Olin Corp, Augusta, GA
Olin Corp, Charleston, TN
PPG Industries, Lake Charles, LA
PPG Industries, New Martinsville, WV
Pioneer Chlor-Alkali, St. Gabriel, LA
Occidental Chemical, Deer Park, TX
Occidental Chemical, New Castle, DE
Occidental Chemical, Muscle Shoals, AL
Vulcan Chemicals, Port Edwards, WI
Westlake Group, Calvert City, KY

It appears that EPA already is collecting information on this industry, in
response to an ICR they finalized last year.  The information hasn't been
compiled yet.  I'm also waiting to hear how this ICR is different from the one
EPA recently proposed, for which there's a comment deadline on August 23rd.
