Information may be able to help you out. Their "Information Resources"
Home Page is at:

You can try the DOE Information Bridge, R&D Project Summaries, and Reports
Bibliographic Database.
The dioxin emission data may be more difficult to find, but trying the
National Technical Information Service (NTIS) may be a good place to
start:

You might want to find different NTIS databases to search.
EPA may have data accessed from their home page at http://www.epa.gov
