Cl producer's NESHAP delayed

I see the date for the Cl production NESHAP has been delayed to 11/15/2000
(scheduled.  was due 11/97), to allow more time for data gathering for the
industry's Hg-cell sector voluntary Hg reduction agreement (50%) to be
worked out.  So much for the voluntary reductions being a way to get quick
reductions, I guess...
