Russia



Thanks to everyone who provided info on Foster Wheeler and the Robbins
incinerator.  I have passed the information to our partner in Russia and he
also sends his thanks.  

Foster Wheeler has hired the Promstroi Institute in Moscow (responsible for
industrial design) to do a Technological-Economic Internal Assessment of the
technology, as it relates to Russian environmental standards.  Once this is
completed, it will go through a State Environmental Impact Statement
(Gosexpertiza).  Our partner will most likely serve as an expert in this
evaluation process, therefore he really needs as much information on the
technology as possible.  

Another question: what was the result of the Supreme Court case on the use
of fly ash and bottom ash for construction materials?  Apparently, the New
York courts ruled that it is not toxic and the Illinois courst ruled that it
is toxic.  What was the Supreme Court ruling?  Was it included in the toxic
hazards list?  

They are proposing to use the bottom/fly ash in Russia for construction
materials, so again it is important to know the US precedent.
