More on dioxin situation in Russia....

I just received a message from our Russian partner stating that the company, 
Foster Wheeler, is planning to build an incinerator in Moscow, the same as
the incineration in Robbins, IL.  

Does anyone have information (or point me in the right direction) on the
facility in Robbins and on this specific technology?
