Dear Sirs:

The purpose of this letter is to state my strong view as Chairman of the
Agent Orange Coordinating Council, which has had ample opportunity to
review the scientific studies and evidence concerning dioxin, that the
erection of Shintech's complex would lead to pollution from dioxin that
would be potentially great harm to the residents of the surrounding
area.

I sincerely hope that construction will not go forward.

Sincerely,

E.R. Zumwalt, Jr.
Admiral, U.S. Navy (Retired)
