I can't help with this issue (not time lately). For those that can assist,
check the USEPA Region V (Chicago), State of Indiana, and City of Indianapolis
environmental divisions. Look for the CERCLA and RCRA issues for Reilly
Industries in Indianapolis. Reilly was a major producer of creosote and the
entire site has been declared a superfund location. One of the few places
that is under the umbrella of both CERCLA and RCRA. The files should have
ample information about contamination, problems, analysis, cleanup etc. etc.
etc. all as public record and readily available if you take the time to sort
through it all.
