The International Joint Commission
http://www.ijc.org/about/how.html

The International Joint Commission is a U.S./Canadian commission that
assists governments in
finding solutions to problems in the lakes which flow across the border
between the U.S. and
Canada. The Commission was established in 1909 by the Boundary Waters
Treaty.  It authorizes
use of the lakes while protecting competing interests, publishes reports
and studies on progress
made in cleaning up the lakes, and assists in pollution control efforts.
The web site offers links
to the locations of offices; links to the  various water systems involved;
and a link to how citizens
can take part in the work of the commission. The web site is available in
both French and
English.
