Conference: Liberalisation & Protectionism in the World Trading System - 15th May 1998

LIBERALISATION & PROTECTIONISM IN THE WORLD TRADING SYSTEM - 15TH MAY,
INNER TEMPLE, LONDON

The World Trade Law Association (WTLA) was established in 1997 to create
a forum for informed discussion and debate in relation to legal issues
arising in international trade, and in particular those changes that are
occurring in relation to the World Trade Organisation. The first annual
Conference focused on the changes imposed by the WTO in relation to the
previous GATT regime.

During the morning session of the 1998 Conference, 'Liberalisation and
Protectionism in the World Trading System' our keynote speaker,
Professor John Jackson, will discuss 'due process' in the WTO. A list of
other  highly-qualified contributors will provide us with an update on
Appellate Body Decisions and an intensive overview of developments in
the area of trade in services, including financial services,
telecommunications and investment.

The afternoon session will focus on anti-dumping, subsidies and
countervailing measures: Professor Ernst-Ulrich Petersmann of the
University of Geneva will set out the WTO framework, and domestic
experts will take us through an examination of the measures and
perspectives on unfair trade practices adopted by the EC, the US and
Asian states.

The 1998 conference of the WTLA will appeal to a wide range of lawyers
and other participants with interests in international trade. It is a
vital opportunity for public international lawyers, international trade
practitioners and consultants, government policy officials and academics
to obtain up-to-the-minute information and to engage in useful exchanges
with senior personnel from Governments and international institutions.

SPEAKERS

The Rt Hon The Lord Slynn of Hadley is a member of the judicial
committee of the House of Lords. He was formerly an Advocate General and
then a judge of the European Court of Justice.

John H Jackson is Professor of Law at Georgetown University, Washington
DC. Previously he was the Hessel E. Yntema Professor of Law at the
University of Michigan, Ann Arbor, Michigan. He was General Counsel of
the US Office of the Trade Representative, and is the author of numerous
texts on International Trade Law.

Debra Steger is the Director of the WTO's Appellate Body Secretariat.
Previously she was the Hyman Soloway Professor of Business and Trade Law
at the University of Ottawa. From 1991-94 she was General Counsel of the
Canadian International Trade Tribunal. She was the Senior Canadian
Negotiator for Institutional Issues, including the Agreement
establishing the WTO. She also served as Canada's principal legal
advisor during the Uruguay Round, and has published several books and
articles on international trade law and policy.

Philip Wood has been a Partner of Allen & Overy since 1974 and
specialises in banking, international finance and insolvency. He is the
author of 10 major works in the area of international finance, including
the Law & Practice of International Finance series. He is also a member
of various legal editorial boards, a visiting Professor in the Faculty
of Laws of London University, and is an Honorary Fellow of the Society
for Advanced Legal Studies.

Neil McMillan has been the Director of International Communications
Policy at the UK Department of Trade & Industry since 1991. From
1994-1997 he was Chairman of the WTO Group on Basic Telecoms, which
negotiated the agreement on basic telecoms, completed in February in
Geneva. He was Chairman of the European Committee on Telecoms Regulatory
Affairs in the CEPT between 1992 and 1995.

David Small is the Acting General Counsel of the Organisation for
Economic Co-operation & Development (OECD), and is a central figure in
the ongoing negotiations over the Multilateral Agreement on Investment
(MAI). Previously, he has been legal advisor to various US Government
Departments and to the US Mission in Berlin.

William J Davey has been Director of the Legal Affairs Division of the
WTO since September 1995. He is on leave from the Illionois College of
Law, where he has taught courses in international trade law, EC Law and
corporate/securities law since 1984. Professor Davey is the author of
various books and articles on trade law, and is a council member of the
WTLA.

Ernst-Ulrich Petersmann is  Professor of Law at the University of Geneva
and the Geneva Graduate Institute of International Studies, and has
served as Legal Advisor to the GATT/WTO since 1981. From 1978-81 he was
legal adviser to the German Ministry of Economics. He has published 14
books and more than 100 articles on issues of International Law, EC Law
and International Economic Relations.

Maître Pierre Didier, Avocat, Brussels (Belgium) is a long-time
practitioner in EC trade law. He counselled parties in numerous EC
anti-dumping cases, is admitted on the roster of WTO panellists, and has
recently published an in-depth analysis of the EC enforcement of some of
the major WTO Trade Agreements: 'The Principal WTO Agreements and their
transposition in the European Union' (Bruylant 1997/Cameron May 1998)

Richard A Johnson is Senior Partner of the law firm Arnold & Porter in
Washington DC. He specializes in international trade and technology
issues, including trade policy, WTO-related matters and international
regulatory issues. Formerly he served as Associate General Counsel for
International Trade at the US Commerce Department.

Norio Komuro is the Legal Advisor to the Japan Machinery Exporter's
Association, and is Chairman of the Special Committee for the
International Harmonisation of Rules of Origin in MITI,  is the
Professor of Law at Kobe University, and has written a number of books
and articles on the GATT and the WTO.

Florentino Feliciano is a Member of the WTO's Appellate Body, and has
served in the Supreme Court of the Philippines. He has served on various
international arbitration panels, and has lectured extensively on
international law.
