Once ARIN accepts that they do not need business plans

may never happen because the people at ARIN seem to
thrive on learning about the internal details of people's
businesses.
If this continues to be perceived as a requirement of the
ARIN process, then I suspect legal action will be required
to move ARIN back to some U.S. Government agency. There
is no way that a small company like ARIN should be allowed
to become the IRS, the SEC, and the CIA all wrapped into one.
This is especially true when you consider some of the unsavory
people that seem to spend all sorts of time hanging out in the
ARIN neighborhood. I suspect they are there hoping to pick up
some of the morsels of business plans that leak out. Why else
would they be there ? They certainly do not seem to need IP
addresses or ASNs.
