They can not run out. They are out there in use somewhere.

The key will be to go find them and to recycle them. In a "neighbor net"
strategy you look at the allocations on each side of your allocation
and you help to do garbage collection. Just think, people can make money
collecting unused blocks (like aluminum cans) and bringing them to the
IP recycling center where ISPs line up to put them back into use.
