This is very curious. David Conrad of APNIC recently resigned.
One of the reasons he gave was that he is a technical person
trying to do a job that requires non-technical skills. Is ARIN
following the APNIC model that David has found does not work ?
Over a year ago people discussing the IP allocation job at
the InterNIC posted that it requires very little technical skill.
They claimed that the skill comes in knowing which people
should get resources and which should not based on subjective
decision-making. Their claim was that only experienced NSI
people were qualified to make those decisions.
One question I have had over the years is..."Why aren't all
of the human interchanges involving IP addresses posted in
an open forum on the Internet ?"
For example...
ISP: "We are new to the Internet and would like to request
the following resources. <description and justification here>
ARIN: "You want what ? BWAHAHAHA"
ISP: Repeats request...with some support from the companies
they are working with...
ARIN: "Go to your upstream provider..."
ISP: Excuse me...here are the upstream providers...
ARIN: "You do not have enough experience..."
ISP: What experience is needed ?
ARIN: "We have to know who you are...you have never been to a NANOG meeting..."
ISP: OH...OK, when is that ? and why do I have to go there ?
ARIN: "If you play ball with us we will make you a millionaire..."
on and on and on...
