Pacific Bell overcharges increasing



As if our local phone company's (Pacific Bell) monopoly of local
service wasn't enough, and the 15% increase in fixed monthly fees
since 1/97 wasn't enough yet, we've been receiving an all time high
number of overcharges.

Since moving to a new location on 8/97 I've made over _80_ calls to
several departments at PacBell attempting to have incorrect charges
reversed.  We're still receiving 2 bills for late ISDN installations
last November which, by CPUC regulation, PacBell is not legally
entitled to.  Not only were these lines over 2.5 months late, and
incorrectly installed, but we've been unable to have the excess
charges reversed for over _4_ months now (ordered in 8/97, installed
11/97 and overbilled monthly from 12/97 to 3/98).

To add insult to injury we added an ISDN line to our 2 line hunt
group last month and (surprise) this month we've been overcharged
again!  Not only were these lines A) installed after the CPUC
mandated _15_day_ limit but B) the charges have been _double_ billed
in both hunt group and separate invoices.  If that wasn't bad enough
the separate bill is for C) the _full_ ISDN installation charges with
no allowance made for the CPUC mandated late install adjustment!

Is there any legal recourse for harassment by a public phone
utility?
