and has always been subject to its authority.
If that was not the case, then Jon Postel's Root Server "experiment".
would not have attracted U.S. Government visitors. Also, if that was
not the case then IAHC/CORE TLDs would have been entered into
the Root Name Servers by now according to CORE's schedule.
