It is my understanding that the court is not compelling manufacturers to
do anything at all.  If a manufacturer wants to install IE just the way
that Microsoft wants the manufacturer to do, the manufacturer can still do
so. (And most manufacturers probably will install IE.)  

But now, if a manufacturer wishes, it can, for example, delete the IE icon
without Microsoft sending over goons to break their kneecaps.
