I can't give you an exact figure, but it is not bad. Bulk mail
requires far less effort by the post office than first class. Bulk
mail must be bundled by zip code and a certain minimum must be
shipped to each zip code to qualify for bulk rates. The really low
rates are reserved for those pieces that are further sorted by nine
digit zip code which reduces the sorting work even further. Bulk
mail is also delivered to the postal sorting utility by the shipper,
so it does not need to be picked up.
Bulk mail actually subsidises first class mail.
(Of course the environmental damage of generating, shipping, and
disposing of all that glossy paper is NEVER figured into the
equation.)
