Because the file was left alone for several HOURS afterward.

It looks as if someone was editing, and imported an intermediate version
from disk into the Web page without having done a "Save." The fact that the
downloadable version (see the icon in the upper right-hand corner of the page)
had the text AFTER the revision supports this idea.
