Here's a concept for Brett and like-minded.

Under a "publish or pay" approach the use, redistribution of source, etc. are all 
allowed for free. However, if one wishes to make a derived work one must either:

A) provide the source code to the entire derived work or 

B) contribute to the the public software pool either by paying a fee to the entity that maintains the pool or contributing software to that pool.
