Here is a vintage example of a 'stealth campaign,' that shifts the blame
for pollution and littering away from the disposable packaging community
to the consumer.

Whenever you read an error warning about 'illegal operations' being
performed, think about how the blame has been shifted from the OS,  to
the consumer and programmers.

This type of PR is as old as the Boston Tea Party.
