Yes, he's lying.  They _DON'T_ test the systems.  Well, a small
percentage go through QC, but the vast majority are powered on after
assembly, the OS is copied to the HD through an ethernet connection, and
the system is boxed and shipped.  At any rate, a successful test is
the "copying the OS to the HD" part of the build, unless the system
is one of the randomly selected quality control picks.
