And I requested a translation from the list.

I received a reply from John Bryan

Both of which prompted me to assume that this was an important point
in distinguishing Win95 from a true Operating System

Mr Bryan, I don't know the basis for your translation, and I do not mean to 
insult your a translational skills, but I MUCH prefer Heather's interpretation ;-)
Was your's based on a translation "bot" as well?
Can we have a definitive answer from someone conversant in both languages?
AND with a sense of humor not unlike the one I suspect our Brazilian friend
displayed?   ;-)
