     It's a 'red herring', an analogy between a filesystem and a
browser doesn't work.  The difference is that you can't install an OS
without filesystem support, but you CAN install an OS without an
internet browser.

     Maybe a basic html engine that would allow you to view basic html
pages, but not anything with all the additional features of an IE. 
That said I'm sure M$ isn't at all interested in such an animal. 
Unless they can use it to control internet content they're not going to
bother.
