Soil criterion for PCDD/F?

Sorry if this has been thrashed over before.

Has the US, presumably the EPA, proposed any soil
citeria for PCDD/Fs?  

Presumably there a magic number for the total TEQ of 
the toxic 17 is all that would be required.

If so, would it apply to the cumulative TEQ of PCDD/Fs &
dioxin-like congeners of PCBs / PCDEs / PCNs and 
whatever else has planar congeners with similar modes 
of toxicity?  (not that i expect a consensus on the TEFs 
for PCBs let alone any of the others before hell freezes over)
