Adminsitrative simplification

The Washington Post carried a big article on Sunday 4th, about the
privacy implications of the  standardized electronic collection of
health information that will result from the Kennedy-Kassebaum health
reform bill.

I understand that the DHHS will be writing the confidentiality
regulations. Do any members know what they will be based on or
whether a consultation process will take place first?
