A non-exclusive license, which Dow took out, is just that.  Anyone is free to
do the same by making a deal with Paracelsan.  There is no such thing as
"sitting on the technology" unless Paracelsan would decide to do so itself.

In a way, it's like taking a license from McDonald's to set up a store.  You
can do it as lots of others have.  You simply have the rights to use the
technology, as others do, and McDonald's has the right to grant the license
(or not) as it sees fit.
