need list of BKPM discharges

our campaign needs avalid list of  compounds typically discharged to water
from chlorine bleacged kraft pulp mills.  all we have is a '95 _es&t_ paper
on an analytical method that detected ~ a dozen o-cl's [the reference is m
h tavendale et al. _es&t_ 29:5 p.1407 ('95)]; and a lone, uncitable 3 page
table of compounds (categorized into mutagens, bioaccum.'s & dioxin
precursors), compiled by an unknown (greenpeace?), with the footnotes
indicating it was compiled from 6 sources (it's old, as the latest source
is '81).

as this is part of what we need to convince the state to enforce its own
reg regarding monitoring at the point of discharge for bioaccum. &
carcinogenic compounds, we could certainly use the best list available
(references are fine!).  for any with a bkpm and a similar regulatory
lever, considere begining action before the mill chooses its bleaching
option under the imminent cluster rule!
