M.O.S.E.S. needs your assistance!  American Ecology Environmental
Services Corporation (AEESC), the current owner and operator of a hazardous
waste treatment, storage, and disposal facility, bulk transfer station, 
and railcar
spur located in Winona, Texas, is in dire financial straits according to
company representatives.        As a result, the company has told the
Administrative Law Judge in AEESC's pending permit proceeding that it will
not receive any additional waste and will process all waste in its inventory
within the next two to three months.  In letters to the court and in 
pleadings,
the company has represented that it is seeking business options that could
include a sale of the company or facility, or some type of partnership
arrangements.
 
 
 
       M.O.S.E.S. will be sending a strong statement to the Texas Natural
Resource Conservation Commission and to the Environmental Protection
Agency in the next few weeks encouraging the Utmost scrutiny and oversight
by these agencies of any change in owner, operator, or corporate or business
structure related to operations in Winona and to Permit Nos..WDW-186,
WDW-229, and AQ-9429.  M.O.S.E.S. will be asking these agencies to open to
public participation all aspects of any such change in status of the 
permitee.
 
 
 
      M.O.S.E.S. encourages you to submit your comments about this
important issue to the Texas Natural Resource Conservation Commission
and to the Environmental Protection Agency.  Ask for a public hearing on
any request by AEESC to change owner, operator, or corporate or business
structure related to operations in Winona and to these permits.  Remember
to mention that the company is currently operating under two permits that
expired in July 1995, over 12 months ago.
